    If it's the road markings that you mean Scott that solid white line is just the road divider, traffic turning right keeps the water pump on their left, traffic turning left keeps the water pump on their right. Traffic turning onto that road from the main road is mostly going to the pub just out of shot attached to those buildings on the right.
