The first time he got a get out of jail free card, the last time I had to pay them $140 to pick him up after work. He only does this when I'm not home, he comes looking for me.
So.. since his last play date with animal control, I leave both of them in the house while I'm at work and take him with me whenever I go out anywhere else. He's literally my shadow.

I'm saving up for a walk in kennel and run for them to go into whenever I'm not home. I have to do this while we still have Ella, so he will get used to it and not fret/bark/whine.
