    The structure is called the Stair Tower, no idea what it's purpose was, it's on the grounds of the Pearse museum, a former school founded by Patrick Pearse and his brother William who were executed by the British for their roles in the 1916 rising.

    I dont know anything but from the architecture i would guess it is an advanced form of Folly, in the 18,th century it was popular for noblemen to build Follies in their grounds that could take many shapes, Towers or small round houses. They did not really have a function but the aim was to make the place look more romantic by outfitting their grounds with the "old-world charm".
